Requirements & minimum age
To get a Class C instruction permit (also called a learner's permit) in California, you must be at least 15 years, 6 months and apply in person at the California Department of Motor Vehicles (DMV). Applicants under 18 generally need a parent or guardian to sign, and many states also require enrollment in or completion of a driver-education course.
California's DMV knowledge test covers the California Driver's Handbook — traffic laws, signs, and safe-driving practices. Teen applicants enter a provisional licensing program with passenger and nighttime driving restrictions.
Documents to bring to the DMV
Bring original or certified documents (not photocopies) that establish:
- Proof of identity, such as a certified U.S. birth certificate or valid U.S. passport
- Your Social Security number (some exceptions may apply)
- Two documents proving California residency
- A Certificate of Completion or Enrollment from a driver education program, required for applicants under 18
- Parent or guardian signature approving the application and accepting financial responsibility, required for applicants under 18 (both must sign if custody is shared)
The knowledge test
In California, the knowledge test is taken in person. The knowledge test is a multiple-choice exam based on the California Driver's Handbook, requiring a passing score of 80%, and minors take it in person at a DMV field office; California offers an online at-home knowledge test option for certain adult customers with a webcam-enabled computer, but it is not available to first-time permit applicants under 18.

What happens after you pass (graduated licensing)
Drivers under 18 receive a provisional license and must hold the instruction permit for at least six months before taking the driving test. During the first 12 months of licensing, provisional drivers cannot drive between 11 p.m. and 5 a.m. or transport passengers under age 20 unless accompanied by a licensed parent or guardian, a licensed driver age 25 or older, or a licensed or certified driving instructor.
